Stephanie Quinn
SVP, External Affairs and Practice Experience, American Academy of Family Physicians
Stephanie Quinn is senior vice president of external affairs and practice experience at the American Academy of Family Physicians where she oversees the AAFP Divisions of Government Relations, Practice Advancement, Strategic Engagements and the Robert Graham Center. Prior to joining the AAFP, Stephanie Quinn was vice president of federal government affairs at CareFirst Blue Cross Blue Shield where she led the company’s federal legislative agenda on issues such as market stability, drug pricing policy, and social determinants of health. Before CareFirst, Stephanie was assistant director of congressional relations for the American Society for Radiation Oncology (ASTRO) and served as deputy director of federal government affairs for Horizon Blue Cross Blue Shield of New Jersey. Stephanie holds a combined degree in linguistics and Spanish from the Mary Washington College in Fredericksburg, Virginia.
Russell Kohl, MD, FAAFP
Chief Medical Officer and Chief Operating Officer, TMF Health Quality Institute
Russell Kohl, MD, FAAFP, is Chief Medical Officer and Chief Operating Officer at TMF Health Quality Institute, the Medicare Quality Improvement Network- Quality Improvement Organization serving Louisiana, Texas, New Mexico, Oklahoma, and Arkansas. He is a graduate of the University of Oklahoma College of Medicine, where he also completed his residency in Family Medicine. He is a member of the Missouri Air National Guard, where he serves as the State Air Surgeon, and the American Academy of Family Physicians, where he currently serves as the Speaker of the Congress of Delegates.

Helen Kent Davis is the founder and principal of HKD and Associates, a health care consultancy providing policy analysis and strategy to help clients promote more accessible, equitable, and cost-effective health care. Among the issues on which she has expertise are Medicaid and the state’s health care safety net, public and private health care coverage, primary care, rural health, and women’s, perinatal, and children’s health. Prior to founding her own firm, Kent Davis worked at the Texas Medical Association for more than 30 years, most recently as the associate vice president of governmental affairs. At TMA, she earned a trusted reputation for her expertise, savvy understanding of Texas’ policy-making process and ability to develop effective partnerships, working together to improve health care delivery and outcomes. Away from work, she loves spending time with her husband, son and two dogs as well as swimming at Barton Springs, gardening and traveling.
